New details have emerged detailing how governors made frantic calls to save face during the just concluded 7th Annual Devolution Conference after Deputy President William Ruto skipped the meeting held at the Makueni Boys High School.
According insiders, governors made over 10 phone calls to confirm the availability of Ruto only for them to be disappointed despite the event being graced by international figures.
The Deputy president was expected to make a key address before officially closing it on Friday, November 26.
A statement from his communications secretary David Mugonyi said the DP’s speech will be read by a representative on Friday, the final day of the event that started on Wednesday..
The DP was expected to tour areas of Nyandarua County instead, as he continues to push his agenda ahead of next year’s polls.
President Uhuru Kenyatta similarly did not physically attend the launch of the conference on Wednesday as he was in South Africa for a State visit.
The Head of State, however, officially opened the conference via a video link from South Africa.

DP William Ruto, instead sent his Chief of Staff, Ken Osinde, to represent him a move that angered most of the governors. The visibly frustrated overnors denied him an opportunity to address the gathering at the devolution conference.
The Chief of Staff suffered humiliations after being kicked out of the meeting by the governors who viewed him as of little significance and a sign of disrespect to the conference and guests that were present.
The Council of Governors chaired by Martin Wambora, desperately made a last minute frantic calls to Defence Cabinet Secretary, Eugene Wamalwa, to close the conference.
“I was invited a very short notice just yesterday (Thursday) by Governor Wambora and he told me I am required to be in Makueni immediately,” he stated.
Kakamega governor Wycliffe Oparanya supported their decision, saying Ruto’s move to send his chief of staff to represent him was not only disrespectful but also unwise.
“The leadership of the Council of Governors thought that this is an international conference that cannot be closed by the Chief of Staff,” Oparanya stated.
Oparanya further noted that there was no genuine reason given by the office of the deputy president as the devolution meeting was planned earlier than his campaigns.
With climate change a major topic of debate in the world right now, the conference’s theme this year is ‘Multi-level Governance for Climate Action: Sub National Mobilisation in Unlocking the Full Potential of Climate Action during after pandemics.’
