Raila’s party ODM is now faulting a section of the amendment suggestions contained in the Building Bridges Initiative (BBI) report released on Tuesday.
The report was on Wednesday launched at the Bomas of Kenya, where a good number of attendees lauded the BBI taskforce to a good job; in coming up with the recommendations.
But the ODM leadership has taken issue with the document, faulting the clause allowing the president to pick the Premier, which it argues would make the president too powerful.
Speaking to the Star, ODM National Chair John Mbadi observed that by so doing, the new mode might prove dangerous, and there is a need for a review to come up with better amendments.
“First, we note that we have made progress. It is a good starting point. The beauty is that this report will be discussed and that is an area we must look at and firm it up. I think we are making the President stronger by giving him more powers. If you subject to whims of the president it is too dangerous and that is something we need to discuss,” said the Suba North lawmaker.
In the document, the task force has indicated that the president will have the powers to hire and fire the Premier, who will be an elected member of Parliament.
The same has also been faulted by Narok Senator Ledama Ole Kina, who has said that it will make the president an imperial figure, vowing to oppose the clause.
However, the party leader Raila Odinga, who has been running the BBI campaign alongside President Uhuru Kenyatta, on Wednesday said that those with varying views will be heard out.
“The conversation is going to continue. We shall have a committee of experts who will collect views from Kenyans that will improve the document,” he said at the Bomas of Kenya.
ODM has also been rooting for a parliamentary system, which does not factor anywhere in the document, as well as the expansion of the executive which was not included.
The document suggests that the Prime Minister will perform in the same capacity of the current National Assembly Leader of Majority, at no additional pay.
